The Kenya Film Commission’s Animation Expo.

Firstly, let me start by saying that the Sarit Centre in Westlands must be one of the toughest places to find parking on a Saturday afternoon. That being said, having spent close to 20 minutes looking for parking, I was undeterred and was firmly committed to attending the Kenya Film Commission’s Animation Expo, even if only for 30 minutes or so. I had been looking forward to it all week to see exactly what was happening in Kenya’s Animation space. I was not disappointed.

I was surprised on entering the Expo that there we’re far more companies than I had imagined who offer Animation services locally in Kenya. One definitely got a sense of a burgeoning industry that is much larger than what it looked like when I attended another event a few years ago. It seems to me that this global industry that generates billions of dollars annually is taking a firm foothold in Kenya, finally! I was also impressed with the showcased work that each firm had at the Expo meaning that there is money being made!

The truth be said, many of the firms at the Expo seemed to be comprised of just a few people working in different capacities. By far, what seemed to be the largest was Homeboyz who have been behind the successful “Tinga Tinga Tales” that is currently airing on one of the local TV stations. In addition, Kwame Nyongo’s “Apes in Space” firm have a produced a local short animation movie called “Legend of Ngong Hills” (see trailer below). The other interesting firm I met was “Kenya Noir” which is led by Chief Nyamweya, an excellent illustrator who has now gone into animation as well.

I did not have much time at the Expo but I got to spend a bit of time at one of the talks where the turnout was excellent. Many people may not know this but there are fully accredited animation courses leading to bachelor degrees beijng offered by the likes of Shang Tao Media College who were also present at the Expo. In a nutshell, there is no reason why one cannot get in on the Animation gravy train as and when it becomes major industry in Kenya. Its already started and yesterday’s event just goes to show how big Animation is going to be here!

Kenya ICT Board’s (Tandaa) Local Content Grants Statistics.

NOTE: The statistics and review results for this blog post have been taken from publicly available information currently being circulated by the Tandaa initiative of the Kenya ICT Board.

As reported on this blog over 2 months ago, The Kenya ICT Board though its local content initiative dubbed “Tandaa” issued a call for proposals from Kenyan firms and software application developers for grants to support local content and software applications.

The proposals submitted for grants are currently being reviewed by the Tandaa team at Kenya ICT Board after applications closed. They recorded a total of 2,154 applications on their online system. Of these, 667 were complete and submitted within the deadline.  With the support of the Tandaa Team at Kenya ICT Board, an independent consultant is now reviewing and grading these 667 proposals.

Given the large number of grants received, the board had had to push the announcement date for successful proposals from the 15th August 2010 to the 31st August 2010. A full report will be submitted to an independent Grants Committee in mid-August 2010. The Committee will then make the final decision and select the successful grantees. Grantees will be announced on the 31st August 2010.

The day after the grants deadline, Kenya ICT Board’s Tandaa Team will send out an evaluation form to get feedback from everyone who had participated in the grant process. Below are some highlights from the evaluation and statistics on the grant process:

  • Total numbers of approved applications we’re split between 103 females and 608 males. Barely 15% of applicants were women.
  • Overall, participants were satisfied with the grant application process with 39.2% indicating they were ‘very satisfied’ and 38.4% ‘satisfied’.
  • Of respondents that did not complete the grant application process, 64% cited ‘lack of supporting documents’ as the leading cause for non-completion, while 7.4% cited ‘lack of internet access’.
  • 20% of respondents have attended a Tandaa Symposium. That comes up to almost 34% of Tandaa participants also participating in the grant application process.
  • And finally… most people submitted their proposals on the very last day! leading to a huge spike in submissions on last day

Kenya ICT Board to offer grants for (local) digital content and software applications.

According to the news today, the Kenya ICT Board has issued a call for proposals from Kenyan firms and software application developers for grants to support local content and software applications. The grants are being coordinated via the Kenya ICT Board for the Transparency and Communications Project (TCIP) which is funded by the International Development Association to the Government of Kenya. The TCIP has a total of US$ 114.4 Million of which the Kenya ICT Board will apply for US$ 4 Million for the grants towards local digital content development and software applications.

The grants have been broken into two distinct opportunities. The first is for the Government Information Portal at www.information.go.ke as well as other web and mobile services that provide Government Agencies and the General Public better access to content and information. Therefore, these grants will be focussed on specific content and information, innovative new content and applications and finally urban and rural community based applications.

The second set of grants are focussed on private sector content and applications that include SMS, Interactive Voice Response (IVR) and E-Services. More specifically, this set of grants will support both individuals and firms that develop innovative communications and information applications that harness mobile and web-based technologies. The grants will cover the expenses for service and content development, as well as awareness building.

The grant amounts for both sets of grants will be US$ 50,000.00 for firms and US$ 10,000.00 for individuals. Each grant one awarded will be valid for a period of one year and grant initiation will commence no later than 2 months from the date of award.

The Kenya ICT Board will be taking written questions on grants and their application procedure between the 3rd June 2010 and the 24th June 2010 for which answers will be posted online on the Kenya ICT Board within 7 days of receipt. ALL questions have to be submitted via email to grants@ict.go.ke
In addition to questions being submitted, the Kenya ICT Board will be holding four grant pre-application workshops as follows:

  • Mombasa Polytechnic: Mombasa, 18th June 2010
  • Maseno University: Kisumu, 22nd June 2010
  • Moi University: Eldoret, 25th June 2010
  • Kenyatta International Conference Center (KICC): Nairobi, 29th June 2010

The grant application procedure will all be done online and full details as well as instructions can be downloaded from the Kenya ICT Board web site at www.ict.go.ke. In addition, prospective grant applicants can visit the Kenya ICT Board offices if required.

Kenya ICT Board to host “Connected Government” meeting.

The Kenya ICT Board in partnership with listed telecoms operator Safaricom will host the Connected Government Summit from the 29th of March to 1st April 2010 at Leisure Lodge Resort in Diani. The Connected Government Summit, the brainchild of the Kenya ICT Board in consultation with industry players and key government decision makers, aims to establish a platform for collaboration, building capacity and sharing priorities between the government and the IT sector with a view to linking and hastening implementation of government IT projects to world-class standards.

Speaking about the Summit Paul Kukubo, CEO, Kenya ICT Board commented: “The Board created the Connected Government Summit to establish a platform upon which the government and the private sector come together to deliberate on key priority areas and identify areas for partnership that will deliver services to the public in a harmonious and timely manner. We expect this to be a successful event particularly in regards to speaking to the role that shared services plays in Kenya Vision 2030.”

Mr.Kukubo reiterated that in the backdrop of the gazetted regulations governing public private partnerships (PPPs), there were opportunities for government to work closely with private sector to implement key projects to help Kenya attain the goals of the Kenya Vision 2030 – especially to create wealth and employment for Kenyans while delivering better services to citizens.

“We have invited and confirmed that several key Permanent Secretaries, Members of Parliament, and other senior government officials will be attending this important event. We are committed to delivering results for Kenyans – better services through the adoption of ICT. We want to thank all our sponsors, Safaricom, Oracle, NetApp, and Microsoft for their generous sponsorship which has helped to make this Summit possible,” says Mr. Kukubo.

Some of the key ICT projects the Kenya ICT Board is facilitating with remarkable success include digitization of records at Ministry of Lands, Company Registry and the Judiciary. Some of these will be showcased during the Summit and best practice shared across ministries.

Speaking during the launch of the summit, Safaricom CEO Michael Joseph said: “As a major player in Kenya’s fixed and mobile data market, Safaricom recognizes the government’s position as a key buyer and catalyst of demand for ICT and data products, which is why we are partnering with the Kenya ICT Board as the lead sponsor for this meeting,” said Safaricom CEO Michael Joseph.

He added: “Data products and services, if strategically deployed, can be used as an efficient and cost-effective tool for better delivery of public services. Safaricom has the products and services and backed by a wide customer base, is willing and ready to partner with government in this quest.”

Mr Joseph hoped the workshop would help forge sustained dialogue between the public and private sectors in the ICT and data space, which is key to coming up with optimal solutions for customers and citizens. Already, he noted, a majority of the estimated 3.5 million Internet users in Kenya access the internet through Safaricom services.

With increased use of the internet among Kenyans on the back of recent improvements in the country’s data infrastructure, the opportunity for providing government services online is tremendous. The theme for Connected Government 2010 this year is: Shared services to drive down cost to citizens.

The Kenya Digital Study: The “full” internet usage findings summary.

Below is the “full” Kenya Digital Study key findings summary on Internet usage that was presented a week ago to Media, Marketing and ICT Professionals by the ICT Board and TNS Research International. It was uploaded to the Kenya ICT Board web site just a couple of days ago:

Kenya launches its global outsourcing strategy.

Kenya’s ICT Board has launched its Business Process Outsourcing (BPO) value proposition strategy which is focused on Kenya becoming a global niche player for outsourced call center sales and customer service. The global market for BPO services currently stands at approximately US$ 220 million. The Rockefeller Foundation has given the ICT Board funding to the tune of Kes. 39 million to drive the BPO strategy for Kenya, which is one the key drivers for for vision 2030.

Kenya is renowned globally for a highly skilled workforce with a good command of English and neutral accent that makes them ideal for call center outsourcing. Hereto, Kenya has been unable to tap to leverage this potential due to costly satellite-based telecommunications – this is set to change starting this month when the SEACOM high speed undersea data cable goes live followed by TEAMS later this year and EASSY next year. As a result of the much faster and low cost data and telecommunucations, costs will drop by as much as 70% from what they are today.
